While some states prohibit cash advances, 24 have laws that set forth specific terms regarding payday loans. These states, like Oklahoma, want residents to have the option of cash advances but to also have all of the information handy to make informed financial decisions. According to the Oklahoma Deferred Presentment Service Act, payday lenders in the state must be licensed and refrain from loan splitting (dividing one loan into multiple loans and charging separate interest). Borrowers cannot have more than two outstanding payday loans at one time, and collectively they cannot be over $500. In order to take out a new payday loan, borrowers must pay the first one in full and wait two business days to request another one. Cash advance companies, in places like Oklahoma City and Tulsa, cannot take criminal action against defaulting customers.

A cash advance loan taken out for $100 has an APR of 390 percent over two weeks.
